Cholera epidemic traced to risk miscalculation.

Evidence suggests that the 1991 cholera outbreak in South America involving 350,000 cases was caused by reduced chlorination of water supplies motivated by unquantified risks of carcinogenicity from chlorinated hydrocarbons.
